A "brain gain" strategy is a set of governmental policies and incentives aimed at encouraging their citizens who have left to live abroad to return home. Examples of such policies include but are not limited to: providing benefits such as tax exemptions, scholarships for further education, and financial support to start a business; setting up programs to help returnees reintegrate into society (e.g. language and culture courses); and creating networks of returnees and connecting them with other migrants who want to return.

Gotham City is a crime-riddled metropolis with failing institutions that are routinely unable to maintain law and order. Mob and gang violence is rampant while nefarious villains are constantly on the loose. The sole protector for the city is a vigilante known as Batman who uses his resources and expertise to fight crime in his own way. His archnemesis, Joker, is the biggest threat to the city and causes the most havoc on a regular basis i.e killing civilians, destroying infrastructure, putting the city in mortal peril. Due to a personal rule, Batman has never attempted to kill Joker.

Oracle is a machine that allows people to view the end of a potential relationship, both platonic and non-platonic, before entering it. It does not tell them what led to this situation or anything else about the course of the relationship.
